Bank of America working on cardless ATM transactions

There might be a new wave of mobile payment transactions as after LG Pay White Card is leaked, we have information that Bank of America will soon allow ATM transactions with smartphones. This isn't a rumor nor a concept as the bank shared the news earlier this week. The two are quite different but it tells us that mobile payment services can still be improved. It's not only 'tap and pay'. You can do more with them such as perform ATM services.

Bank of America is trying to beat JPMorgan Chase & Co in releasing this kind of technology. The latter is believed to be introducing a similar service but Bank of America has more definite plans now. The idea is that a user will no longer have to swipe the plastic card to get cash from the ATM. All he needs is his smartphone to make transactions. The cardless transaction is just another option as cards can still be accepted.

This new technology will be wireless and will take advantage of the same technology most payment terminals use to accept mobile payments. This cardless ATM service will be initially offered to employees of Bank of America to select ATMs in Charlotte, Silicon Valley, San Francisco, New York, and Boston. Customer launch will follow mid 2016.

Aside from Bank of America, Wells Fargo and JPMorgan are said to launch similar wireless-virtual card services.

In this regard it may be noted that providing safe deposit locker facility is a fee based service and shall not be reckoned as part of the financial business carried out by NBFCs.

NBFCs offering safe deposit locker facility or intending to offer it, shall disclose to their customers that the activity is not regulated by the Bank.

Deposits in Jan Dhan accounts cross Rs 30,000 crore as on 20.01.2016

Deposits in accounts opened under the government's flagship financial inclusion programme -- Pradhan Mantri Jan Dhan Yojana (PMJDY) -- have crossed the Rs 30,000 crore mark. 

As many as 20.38 crore bank accounts were opened under the PMJDY as on the January 20, as per the latest data available. 

These bank accounts had deposits of Rs 30,638.29 crore (about $4.5 billion). 

The accounts that can be opened under PMJDY are Basic Savings Bank Deposit Accounts (BSBDA) which can be of zero balance, as per RBI guidelines. 

As per the trends available, the percentage of accounts with 'Zero Balance' have actually shown a significant decline. Accounts with no balance in them were as high as 76.81 per cent of the total opened under the scheme as on September 30, 2015. They have come down to just about 32 per cent at the end of December. 

The Finance Ministry data further showed that 8.74 crore of the accounts were seeded with Aadhaar and 17.14 crore account holders were issued RuPay cards. 

The data further revealed that as on January 15, banks had offered 53.54 lakh account holders over-draft facility of which the sanction was issued for 27.56 lakh cases and 12.32 lakh account holders availed it. The total amount availed was Rs 166.7 crore. 

The OD is granted to an earning member of the family, with a condition that the account has been operated satisfactorily for at least 6 months. 

PMJDY, a national mission on financial inclusion, was announced by Prime Minister Narendra Modi in his Independence Day - 2014 speech and was formally launched by him on August 28, with the main objective of covering all households with at least one bank account per household in the country.

How to get more Deduction in Tax for the Financial Year 2015-16

You will be eligible to claim some more tax deductions for financial year 2015-16. Here is a quick update of the revised limit under various Income Tax sections that you must remember to claim this year.

1. Deduction limit on your medical insurance premium paid for self, children and spouse under Section 80D of Income Tax Act has been increased to Rs 25,000 per annum from earlier Rs 15,000 per annum. One can also claim a deduction of up to Rs 30,000 for medical insurance premium paid for parents against Rs 20,000 earlier. In case of senior citizen, the limit has been revised to Rs 30,000 per annum from earlier limit of Rs 20,000.

2. This year, you can claim an additional deduction of Rs 50,000 towards contribution made to New Pension Scheme (NPS) under Section 80CCD (1B) of Income Tax Act. This is apart from Rs 1.5 lakh deduction available under Section 80C. Now, the combined deduction under Section 80C and 80CCD (1B) is Rs 2 lakh.

3. You can also claim a deduction of Rs 75,000 per annum under Section 80DD on the medical expenses incurred on a dependent relative with disability (more than 40 per cent but less than 80 per cent) this year against Rs 50,000 per annum till last year. In case of severe disability (more than 80 per cent), you can claim Rs 1.25 lakh per annum instead of Rs 1 lakh per annum earlier, irrespective of the amount you incurred during the financial year. While claiming the deductions you will have to furnish a certificate from medical authorities.

4. Also, the deduction limit under Section 80DDB for expenditure incurred on specific diseases such as Dementia, malignanat cancers, AIDS and chronic renal failure has been increased to Rs 80,000 per annum from Rs 60,000 per annum in case of very senior citizen. You can claim up to Rs 80,000 or the amount actually spent whichever is lower.

5. In case of a person with disability, the deduction limit under Section 80U has been increased to Rs 75,000 for this year against the earlier limit of Rs 50,000. In case of severe disability the limit has been increased to Rs 1.25 lakh from earlier limit of Rs 1 lakh. This is applicable where the tax payer himself suffers from a disability.

6. You can claim a deduction of up to Rs 1,600 per month towards transport allowance provided by your employer to you. Till last year the limit was Rs 800 per month. Also, if the person is blind or orthopedically handicapped with disability of lower extremities, he or she can claim a deduction of up to Rs 3,200 per month against earlier limit of 16,00 per month.

India Post ATMs will come into operation at 17 new places in the western region by March 15. This will take the total number of India Post ATMs in the region to 22, including the five that are currently operating at Bhavani, Aathur, Darapuram, Erode, and Coimbatore.

And Krishnagiri head post office as one among the 17, will have its own postal savings bank account ATM.
Machines are being installed, and cash is being loaded ahead of the trial run. The ATMs will start functioning by March 15, says Manju P. Pillai, Post Master General, Western Region.

This has been possible because of adopting core banking solutions, Ms. Pillai told The Hinduoverphone.

Of the 606 post offices in the western region, 589 have migrated to the core banking solutions.

“The remaining 17 post offices are under various stages of migration to the system. Most of these are in isolated areas such as The Nilgiris, and Pollachi, where the network and connectivity are an issue,” she said.

The Krishnagiri head post, which has an ATM, has an estimated 13,000 savings accounts.

For now, the department is looking to focus on rural areas to establish ATMs.

“The ATMs at Aathur, and Dharapuram have found maximum use,” she said.

The ATMs have to an extent helped staff at post offices. The long queues especially when pension is disbursed have become shorter, she said.

At a later stage, the ATM cards provided by post officers can be used in any other ATMs of banks too and vice-versa, Ms. Pillai said. This will help customers of post offices and banks.

The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh has appealed to various ministries in the Central Government as well as the State Governments to cooperate in carrying forward the Department of Personnel & Training(DoPT)’s innovative reform to switch over to the use of “one-page" form or format to apply for jobs, issue of birth and death certificates and availing of various Government schemes. 

Dr Jitendra Singh said that the service delivery mechanism needs to be not only citizen-centric, but essentially youth-centric because it is the youth who comprise more than 65% of India’s population today. It is, therefore, the need of the hour, he said, to revisit and re-look the existing practice wherein an individual applying for a job, a loan or a Central scheme has to go through the process of filling up lengthy, often complicated and even repetitive information. 

Dr Jitendra Singh disclosed that DoPT has already introduced one-page form for Central Pensioners. Similarly, the death and birth certificates could also be simplified immediately, he said. The “National Centre for Good Governance” will be holding workshops under its initiative “Saral Avedan, Sugam Prakriya, Swachh Prashasan” with different Government departments to discuss how best to carry forward this initiative, he said. 

Dr Jitendra Singh pointed out that there are a number of forms which run into several pages and the information asked for is repetitive which can be easily avoided. For example, he said, some of the forms ask for the parentage or marital status more than once, even though this may not be essentially required for the purpose for which the application is being filled. Citing an instance, he said, when a form is filled for pension, the most relevant information required is age, date of superannuation, last pay scale and bank account number. 

According to Dr Jitendra Singh the purpose of the entire exercise is that any given form should be made as simple as possible, preferably a single A4 size page, the contents of the form should be easy to understand and brief to fill-in. Similarly, the documents to be attached with the form should also be easy and absolutely essential, he added. He also informed that the State Governments will be persuaded to initiate this exercise at the earliest.

31 countries signed MCAA to boost transparency in international tax matters

31 countries on 27 January 2016 signed the Multilateral Competent Authority Agreement (MCAA) to boost transparency in the functioning of multinational enterprises (MNEs) by allowing automatic exchange of Country-by-Country reports by tax administrators.
The signing of the agreement marks an important milestone towards implementation of the OECD/G20 Base Erosion and Profit Shifting (BEPS) project.

Features of the Multilateral Competent Authority Agreement

• Under this multilateral agreement, information will be exchanged between tax administrations, giving them a single, global picture on the key indicators of multinational businesses.
• With Country-by-Country reporting, tax administrations will get aggregate information annually, starting with 2016 accounts, relating to the global allocation of income and taxes paid, together with other indicators of the location of economic activity within the MNE group.
• It will enable consistent and swift implementation of new transfer pricing reporting standards developed under Action 13 of the Base Erosion and Profit Shifting (BEPS) Action Plan.• The 31 signatory countries are the parties of or territories covered by the Convention on Mutual Administrative Assistance in Tax Matters or have signed or expressed their intention to sign the convention.
• The signatories are - Australia, Austria, Belgium, Chile, Costa Rica, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Ireland, Italy, Japan, Liechtenstein, Luxembourg, Malaysia, Mexico, Netherlands, Nigeria, Norway, Poland, Portugal, Slovak Republic, Slovenia, South Africa, Spain, Sweden, Switzerland and United Kingdom.
About OECD/G20 Base Erosion and Profit Shifting Project
• The project refers to tax planning strategies that exploit the gaps and mismatches in tax rules to artificially shift profits to low or no-tax locations where there is little or no economic activity, resulting in little or no overall corporate tax being paid.
• It sets out 15 key actions to reform the international tax framework and ensure that profits are reported where economic activities are carried out and value created.
• It was jointly developed by the Organisation for Economic Co-operation and Development (OECD) and the G20 to provide governments with solutions for modernising international tax rules.
• The project assumes significance as estimates conservatively indicate that BEPS problem causes annual losses of anywhere from 4 to 10 percent of global corporate income tax (CIT) revenues that is 100 to 240 billion US dollars.
• India decided to implement the BEPS guidelines from 1 April 2016.

Guwahati, Jan. 28: The Asian Development Bank and the Centre today signed an $80 million loan agreement in New Delhi to continue improving infrastructure in Agartala and Aizawl.

The loan is the third tranche of a $200 million financing facility under the North Eastern Region Capital cities Development Investment Programme and will be used for investments in water supply, solid waste management and sanitation.

It will support urban reforms, benefiting nearly a million people in the two cities.

Official sources said the loan agreement was signed by Raj Kumar, joint secretary (multilateral institutions), department of economic affairs, ministry of finance, on behalf of the Centre and Teresa Kho, country director, ADB's India Resident Mission. The ministry of urban development is responsible for implementing the programme, due for completion by June 2019.

The need for bank holiday on all Saturdays must be stressed at the next bipartite settlement with the Indian Banks’ Association (IBA), said the leader of a leading bank union.

Addressing the inaugural session of the triennial conference of Corporation Bank Officers’ Organisation (CBOO) in Mangaluru, Y Sudarshan, president of the All-India Bank Officers’ Confederation (AIBOC), said that the 10th bipartite settlement helped bank employees get holidays on second and fourth Saturdays of every month. In the next bipartite settlement, if the unions could get all Saturdays to be declared a holiday for banks, it will be a big achievement, he said.

Pressure to cross-sell

Taking exception to the process of banks calling its officers to work on Sundays and other holidays, he said this matter has been brought to the notice of the IBA but the issue is yet to be resolved. “Even bank officers need time to spend with their families,” he added.
Stating that there is pressure on public sector banks to cross-sell other products, he said bank unions have to oppose this. “Our own deposits are being converted into mutual funds and insurance products. This is a major threat to the banking industry,” he emphasised.

Speaking on the occasion, Prabhat Patnaik, professor emeritus of Jawaharlal Nehru University, said that the Green Revolution would not have possible in the country if there was no nationalisation of banks then. There was increase in credit to agriculture sector following nationalisation of banks, he said. Opposing any move to privatise public sector banks, Patnaik said it will an irony if that is done.

Banks want wilful default to be treated as a criminal offence

The government and banks are planning to take a tough stance on loan defaulters who can pay, but will not.

The government is planning changes in laws that will let banks take strong punitive action, including pressing of criminal charges, on such defaulters.

“This issue must be looked into. Where is the guarantee this won’t happen again, so most banks have raised this issue that the wilful default needed to be treated as criminal offence,” the head of a large public sector bank told HT.

The banking sector has been beset with non-performing assets (NPAs) — loans that have turned bad — which have risen due to slow growth and delays in project implementation.
For 39 listed banks, gross non-performing assets rose by 26.87% to Rs 3.4 lakh crore for the quarter-ended September 2015, year-on-year.

The Narendra Modi government is also expected to come out with a mechanism that would ensure time-bound closure of legal cases pertaining to NPAs.
At present, such cases can drag in various courts for several years, delaying the recovery process for the banks.

In recent days, mounting bad loans and high default rates by large companies have drawn criticism from experts and regulators.

“If you owe a lot of money and still celebrate birthday bashes, it gives a wrong message to the people.. If you are in trouble cut down your expenses, show to the people that you are doing something,” Reserve Bank of India (RBI) governor Raghuram Rajan told NDTV in an interview at Davos last week, on the sidelines of the World Economic Forum.

Rajan had also recently asked central bank employees to show no leniency towards rich “wrong-doers”.

“No one wants to go after the rich and well-connected wrong-doer, which means they get away with even more. If we are to have strong sustainable growth, this culture of impunity should stop,” Rajan, known for not mincing words, had written in a message to the central bank’s employees recently.

Economist and MIT Professor Abhijit Banerjee has also said it was essential to bring down the high levels of bad loans in Indian banks.

“One area where we absolutely need to do something is the banking sector,” Banerjee said, cautioning against rising default rates among big corporations and a tendency to form the habit to default.

“It is like giving large gifts to large people,” Banerjee had told HT journalists recently.

Remitting the contribution of provident fund within the 15th of every month has been made mandatory by Employees Provident Fund Organisation (EPFO).

“The provision of grace period of five days has been withdrawn with effect from February 2016. As such employers/companies will have to remit the provident fund contribution within 15th of every month, (January contribution payable by February 15) to avoid penalty,” M. Ravi, Assistant Provident Fund Commissioner, Ballari Sub-Regional Office, told presspersons on Monday.

He also informed that remitting the contribution through online (‪#‎NEFT‬) has also been made compulsory and appealed to the companies/employees to adhere to it with immediate effect.
Mr. Ravi informed that these were some of the new initiatives of EPFO as part of the ongoing Digital India programme. He said that Universal Account Number (‪#‎UAN‬) has been made compulsory for withdrawal of provident fund dues and redressal of grievances.

With Employees’ Provident Fund Organisation shifting to electronic mode of payment and employers making remittances through internet banking, the time taken for calculation of PF dues and remittances has been reduced, leading to the cancellation of concession of five days grace period, officials said.

Speaking to reporters on Monday, Regional PF Commissioner-II and officer in-charge Tambaram ‪#‎EPFO‬ Regional Office, S. Murugavel said that with effect from January 1, digital signatures have been made mandatory for all employers.

“Universal Account Number is the latest initiative which is a unique 12-digit number to all subscribers of the fund which can be utilised to view their account passbook, file requests for transfer of PF accumulations from their previous accounts to present accounts,” he said.

“Employees whose details like ‪#‎Aadhaar‬ number and bank account number have been seeded in their ‪#‎UAN‬ may submit claims in Form 19, Form-10C and Form 31 directly to the respective provident fund commissioners without attestation of their employers for fast settlement of claims,” he said.

He also added that a mobile app is available that can be downloaded from the EPFO website - www.epfindia.gov.in (or) Google playstore with which the members can activate their UAN accounts
