MUMBAI, MAR 29:
Reversing its earlier order, the Reserve Bank (RBI) today said the bank branches dealing in government businesses need not remain open on April 1 in view of the annual closing business.
In its earlier directive on March 24, the RBI had asked all authorised banks to be open on all days from March 25 to April 1, including Saturday, Sunday and all holidays, to facilitate the government’s receipts and payments.
The departments concerned of RBI were also to remain open on these days.
In its revised instructions issued today, RBI said, “On reconsideration, it has been decided that these branches need not be opened on April 1, 2017.”
In a letter to the Indian Banks’ Association, unions AIBEA and AIBOA today said the RBI issued the directive “very late, causing huge resentment” among bank employees. “The RBI is fully aware that March 25 and 26 would be weekly holidays for the banks. But very late on 24th evening, the RBI had flashed their instructions through the press and electronic media,” said a joint letter written by them.
Banks remain closed on April 1 every year for their annual closing of accounts. “In this connection, it has been represented that opening of bank branches on April 1, 2017, may disrupt annual closing, especially in view of merger of some banks taking effect from that date,” RBI added further.
In consultation with the government, it has, therefore, been decided that while agency banks are to keep all their branches dealing with government business open on all days in the current financial year (including Saturday, Sunday and all holidays), these branches need not be kept open on April 1, 2017, RBI said.
AIBOA and AIBEA also pointed to the inconvenience caused to banks that are not sure which branches will remain open and who should attend office. They alleged that the RBI has been taking banks and their staff “for granted” and they must be conveyed well in advance before any such directive.

Ongole: The members of All India Bank Employees Association (AIBEA), All India Bank Officers Association (AIBOA) and other employees of all banks here staged a protest in front of the main branch of Syndicate Bank, Lead Bank of Prakasam district on Wednesday They demanded the Central government and Reserve Bank of India address the cash problems immediately and announce compensation to the kin of those who died in the serpentine queues and employees died on duty with unable to face work pressure.
V Partha Saradhi, president of the Prakasam district Bank Employees Association said, “The Reserve Bank should supply enough cash to meet the demand from the customers.
As only 30 per cent of the ATMs are working now, the public are blaming the banks and its employees.

The government should make arrangements to see 100 per cent of the ATMs work immediately.
As the common people rely on the public sector banks, Reserve Bank should give priority to them than the private banks.”

NEW SERVICE CONDITIONS ACHIEVED DREAM COMES TRUE
AIBOA, looking into various developments in our Industry, felt the need of demanding “Regulated working hours” for officers as one of the important demand in our Silver Jubilee Conference held at Delhi in the first quarter of 2006.
2.It was brought to the knowledge of other Officers’ Organisations during the course of finalising the Charter of Demands in the VI Joint Note exercise at Hyderabad and submitted to the then Chairman of IBA Mr.M.B.N.Rao, CMD of Canara Bank. IBA was reluctant to address the problems, at that point of time.
3. Our organisation had participated in the All India Stay out Strike in February 2013 and in reply to the strike notice filed before CLC[C], IBA had responded vide their letter dated 13.02.2013 to the demand that the Banks are functioning only for 4 hours on Saturdays instead of normal working hours.
4. Looking to the varieties of changes in the work processes, 66% of Banking services are handled through alternative delivery channels, controller of the Banking system having 5 days working, owner of the Banking system having regulated working hours of 8 hours and 5 days a week, markets operations are in force for 5 days made the Bank men to take up the demand more vigorously during the current wage revision exercise. 23.02.2015 was the day, the news was broken that the authorities at Government level conceded partially to the demand of 5 days a week. In exchange of 2 days holidays ie; on 2nd and 4th Saturdays, the other Saturdays in the month will be full working days ie; 6-1/2 hours of work. In the negotiation table, it was informed by IBA team, that the value of the two days holidays is equivalent to 1.81% of payslip components.
5.The Government of India has released the notification yesterday, ie; the effect of the new service condition will be from 01.09.2015. We are to pursue the demand of converting the partially achieved 2 days Saturday holidays to a full fledged one.
The vision of Late Com.RJS has been pursued with sincerity and successfully achieved.

FURTHER INTENSIFIED ACTION PROGRAMMES:
The Executive-Advisory Committee Meeting of SSBEA held at Hyderabad on 4th August, 2016 took stock of the developments with regard to the moves to merger and close down Associate Banks, reviewed the ongoing campaigns undertaken by our organization and have planned further intensive and extensive programmes of campaigns and struggles including strikes in the coming days.
Chaired by our President Com. S R Powar, the meeting was attended and addressed by the President of AIBEA Com. Rajen Nagar and the General Secretary Com. C H Venkatachalam, Com. S Nagarajan, General Secretary, AIBOA and other Leaders of AIBEA and AIBOA. All the Office bearers and Members of EC-AC of SSBEA took part in the Meeting. This meeting took place at the same venue where the two-day Joint Central Committee of AIBEA and AIBOA was held on 4th and 5th August, 2016.
Merger = Closure
The meeting assessed that the proposed merger of Associate Banks for creating a global bank was anti-developmental and against the interests of common people and mass banking structure and schemes. With the Top Management of the State Bank of India stating before the public that 30 per cent or more than 7000 branches of the combined entity may have to be closed down and that there will be staff redundancies, apprehensions raised by SSBEA, of curtailment of banking services and loss of employment opportunities are coming true.
Is Government bothered about People's interest?
The meeting noted that the propaganda from Government and Management was that they will take care of the interests of Employees. But Employees are raising the issue of existence of Associate Banks, their continued service to the common people and further expansion of branches and business for the development of the states and nation. Government and Managements are not able to counter the question why Public Sector Banks should be consolidated and shrunk and private banks in the form of small finance banks, payment banks and universal banks are established, encouraged and expanded. Just because of Bank Customers and Shareholders are not organised, Government and Managements are taking advantage. Customers are being denied their choice. Deliberate tampering of financial results of Associate Banks has been done to show them in poor light. Unwarranted provisions thrust upon the Associate Banks beyond RBI stipulations have led to lowering of profit and even loss.
People oppose merger
The meeting evaluated that the Associate Bank merger is being opposed by the Bank Customers and General Public, Political Parties, Trade Unions, Student-Youth-Women-Trade and Industry organizations etc. MPs and MLAs in many states have expressed opposition to the merger moves. The near-unanimous resolution of the Kerala Legislative Assembly opposing the proposed merger of SBT with SBI and urging upon the Central Government to rescind the merger proposals is historic. Now that the Bank Merger matter has become a national issue with the same reaching both houses of the Parliament and with senior Members of Parliament expressing their concerns and objections over the mergers, it is high time that the Government, if they are committed to Public Sector Socio-developmental Banking, concerned about people's voice and care for democratic principles and values, revisited its policy and put an end to the merger moves.
Employees stand by principle
Even though a Minister in the Government stated in the floor of the Lok Sabha that Associate Banks cannot violate 10th Bipartite, the Government has not cared to restrain the SBI Management from imposing the so-called CPS over Associate Banks. And Management is propagating that CPS is highly attractive. If it is attractive, why propagate like this? Why this pressure? Is abolition of certain permanent posts, enhanced duties across cadres, outsourcing of permanent jobs, increased working hours, and wider mobility attractive? Attractive to whom? May be to the Management. And for the Central Government that is dismantling labour laws and job security. We are sure that our Comrades shall once again prove to the SBI Management that they cannot be purchased and shall reject the latest CPS offer also in total.
SSBEA meeting after due deliberations have framed the following programme of action ahead.
PROGRAMME
To move intensively and extensively among People; Political Parties, People's Representatives, Bank Customers and General Public, Trade Unions etc.etc., to be in preparedness for intense struggle programmes including strikes at any time.
- To reach out to All the MPs in the 5 States immediately, also in all other states.
- To reach out to All the MLAs in the 5 States immediately and also in other states.
- To Meet the Chief Ministers of the 5 States immediately.
- Further raising of the issue in the Lok Sabha and Rajya Sabha

This Bank which
has completed many decades of glorious and meaningful existence serving the
people of the state and outside and is the premier Bank of ……., with
branches spread all over the country and a household name for us. I have
observed and also personally felt that the Bank is extending excellent Customer
Service with human touch and with up-to date technology. As I understand,
all these years, the Bank has been making profits only.

Government of India to intervene as Custodians of the Public Sector Banks to

A Signature Campaign is to be launched on August 9 -AIBEA,AIBOA
With the State Bank of India going ahead with measures for merger with the State Bank of Travancore, the employees of the latter, under the banner of State Sector Bank Employees Association (SSBEA), have decided to intensify their stir against the move.
A signature campaign, involving 50 lakh people, is to be launched on August 9, the Quit India Day, with the support of two other organisations in the banking sector — All India Bank Employees Association (AIBEA) and All India Bank Officers Association (AIBOA).
The employees are unleashing a campaign against the merger move, beginning from the panchayat level. Dharnas and a relay hunger strike will be organised in New Delhi next month. Rallies to Raj Bhavans are to be held in October in all the five States where the State banks are slated for merger. A massive march is to be taken out to Parliament in November. The organisation may call for a strike anytime, according to SSBEA representatives.
The issue is to be brought to the attention of Rajya Sabha and Lok Sabha, K.S. Krishna, general secretary, SSBEA, told The Hindu . The employees’ representatives will also meet the Chief Ministers of the respective States. The Kerala Assembly has already passed a resolution against the proposed merger of the SBT with SBI.
The ‘scheme of acquisition’ would be discussed at the respective director boards of the banks shortly, banking sources said. The authorities would want the acquisition to be completed by March next year.
But the employees are likely to approach court praying for a full stop to the government decision. In Kerala, the total number of branches of the merged entity (in the event of a merger) will be less than the total number of the SBI and SBT now.
“At present, the SBI has over 460 branches while the SBT has more than 850 branches in the State. The ‘overlapping’ branches will be cut down. About 30 per cent of the branches are to be shut down. This will be of much help to private banks which are in keen competition with the SBT in Kerala,” Mr. Krishna said.

The UPIDU consists of AIIDBIOA and IDBI Employees Association-Eastern Zone.The four-day strike should mean that the IDBI Bank would be shut for ninedays from March 24 to April 1. March 24 was Holi, March 25 was Good Friday, March 26 being fourth aturday was a closed day, and April 1 being the beginning of the new financial year is a closed day too.Rao, however, said it would not be an unbroken nine-day off because the bank was open on March 26."There is no closure of bank for nine consecutive days. We had worked on March 26, which was the fourth Saturday of this month. Normally second and fourth Saturdays are bank holidays." Though the IDBI Bank has far more number of officers as compared to clerical and other cadres, they cannot remain silent when the survival of the bank and its employees are threatened, Rao said.
"Many people have joined IDBI Bank recently, leaving their jobs in other nationalised banks," Rao said. Earlier, All India Bank Employees Association (AIBEA) clarified that it has called for only a day's strike in IDBI Bank - i.e. on Monday. Employees of only IDBI Bank would strike work to protest the government's proposal to reduce its equity in the bank to less than 50 per cent, AIBEA said. Rao acknowledged that AIBEA -- as well as All India Bank Officers Association (AIBOA) -- has called for only a day's strike on Monday while United Platform of IDBI Bank Unions has called for a four-day strike. "There is no conflict with AIBEA and AIBOA, nor is there any split in the IDBI Bank officers association," Rao said. "We will change our agitation programme if there is positive news from the government side," Rao added. According to him, the union is reaching out to all its members to make the strike a total success.

AN UNFAIR DEAL BY SBI MANAGEMENT
AIBOA EXTENDS SOLIDARITY
TO THE STRIKING WORKFORCE ON 08.01.2016
State Sector Bank Employees’ Association [SSBEA] had observed a strike call on 04.06.2015 in five associate Banks [ie] State Bank of Hyderabad, State Bank of Bikaner and Jaipur, State Bank of Mysore, State Bank of Patiala and State Bank of Travancore against the SBI management’s attitude in handling the IR issues hurting the time tested approach of redressal grievance mechanism.
Having experienced the rigid approach of SBI management, the second strike for 2 days was announced on 1st and 2nd December 2015 and the workmen workforce in Public Sector Banks have decided to extend support through solidarity strike on 02.12.2015. Representatives of Labour Ministry advised both parties in the conciliation meeting held at Delhi to resolve the issues through mutual discussions and resultantly the two days strike was deferred. SSBEA had a round of discussion with SBI management on 03.12.2015. The management maintained their stand in the negotiation.
SBI management disregarded the bipartite negotiation and also the sensitive issues involved. The end result of their action is the announcement of strike action on 08.01.2016 by AIBEA men and women throughout the country.
AIBOA, known for its stand right from inception, calls upon the officers not to do any clerical work in all the offices and make the solidarity strike on 08.01.2016 a resounding one.
Ø Altering the working conditions is unjust
Ø Rights cannot be bartered away
Ø Bipartite can not be bypassed.
AIBOA extends total solidarity to the entire workforce in Public Sector Banks in realising the demands.

ALL INDIA STRIKE ACTION
The 11 CTUs viz., BMS, INTUC, AITUC, HMS, CITU, AIUTUC, TUCC, SEWA,
AICCTU, UTUC, LPF along with All India Federations of Banks, Insurance,
Defence, Railways, Central/State Government Employees and other Service
establishments conducted a National Convention of workers on 26th May
2015 at Malvankar Hall, Delhi. AIBOA was represented by Com.Alok Khare,
Vice Chairman, Com.S.S.Shishodia, President, Com.M.A.Srinivasan, Deputy General
Secretary, Com.Sanjay Khan, Joint Secretary besides the undersigned.
2. The National
Convention adopted a declaration listing out the following demands.
i] Control the Price Rise
ii] Contain the unemployment
iii] Strict implementation of Labour
Laws
iv] Halt the mass scale
contractualisation
v] Ensure minimum wage of not less than
Rs.15000/-
vi] Extend Universal social security
benefits
vii] Pension for all including unorganised
workers

days
ix] Immediate ratification of ILO
convention 87 and 98
x] Halting the the FDI in
Defence /Railways / Insurance
xi] Attempts to disinvest the Government equity in Public
Sector Banks
xii] Attack on agriculturists through Land
acquisition bill promulgamated
through ordinance…… etc.,
3. As on date,
there are 44 Labour Laws. Massive exercises are already afoot to bunch
the same into 5 distinct ones encompassing, wages, Industrial Relations, Social
Security, Safety and Employment. At present, there is no need to have the
official sanction where the establishment is engaging 100members to close down now it
is proposed to enhance the number of workers to 300. Where an
establishment is employing less than 40, they are not to comply with the
existing labour laws. The cabinet has approved to employ children below
14 years of age to work after school hours in family enterprises or the
entertainment Industry
4.As far as our
Industry is concerned “Gyan Sangam” meet at Pune in the first week of January 2015, clearly signalled
the desire and decision of the Government to bulldoze the plan of consolidation
and various working groups have been appointed to role out the blueprints to
achieve their targets. The then IBA Chairman prior to his appointment as
one of commissioner in CVC, present the blue print on “Bank consolidation”
too. The working groups are already on the job to take our Industry to
the path of partial/full privatisation mode.
5.AIBOA, the second largest organisation of
Bank Officers , also decided to present the issue of non implementation of
understandings in the matter 2nd / 4th Saturdays
and also the right of representation of AIBOA affiliate Units in the individual
Banks level, as our issues.
OUR PAST SPEAKS FOR OUR COMMITMENT:
6. Our organisation
known for its steadfast approach in identifying with the struggling masses did
participate in the two days strike on 20-21 February 2013, along with other
constituents of UFBU.
Having sensed the moves of the Government, as anti labour and
anti peoples and Bank officers can not remain aloof, apart and away from the
common struggles of the workers decided in the CC held at Mumbai to observe the
“2nd September 2015 Strike”, along with other organisations.
