NEW DELHI, INDIA (16 November 2018) — The Asian Development Bank (ADB) and the Government of India today signed a $169 million loan as the first tranche of up to $500 million in multitranche financing to develop climate-resilient water supply, sewerage, and drainage infrastructure in at least 10 cities in the state of Tamil Nadu.
The signatories to the first tranche loan of the Tamil Nadu Urban Flagship Investment Program were Mr. Sameer Kumar Khare, Additional Secretary (Fund Bank and ADB), Department of Economic Affairs, Ministry of Finance, who signed for the Government of India; and ADB Country Director for India Mr. Kenichi Yokoyama, who signed for ADB.
“The state has faced recurring droughts and erratic monsoons in the recent past resulting in severe water scarcity and urban flooding. ADB’s support will help address these complex urban challenges through innovative and climate-resilient investment and deeper institutional support,” said Mr. Khare.
“The ADB program forms part of its support to the state’s Vision Tamil Nadu 2023 to provide universal access to water and sanitation and to develop world-class cities in high-performing industrial corridors,” said Mr. Yokoyama.
Though Tamil Nadu is the most urbanized of India’s large states, urban service levels remain low, with less than half of households served by piped water, only 42% of households are covered by a sewerage network, with 43% of sewage disposed directly into waterways untreated.
The program will develop climate-resilient sewerage collection and treatment and drainage systems in 10 cities, and install the country’s first solar-powered sewage treatment plant. Introduction of smart water management systems will help reduce non-revenue water and strengthen operational efficiency. Around 4 million people will benefit from piped water and sewerage connections and improved drainage. The program will boost institutional capacity, public awareness, and urban governance as part of a comprehensive approach for developing livable cities.
The first tranche loan will target the cities of Chennai, Coimbatore, Rajapalayam, Tiruchirappalli, Tirunelveli, and Vellore. A $2 million grant from the Asian Clean Energy Fund, established by the Government of Japan, will fund the solar energy pilot project. An ADB technical assistance grant of $1 million will accompany the program to support capacity building.

Established in 1966, it is owned by 67 members—48 from the region. In 2017, ADB operations totaled $32.2 billion, including $11.9 billion in cofinancing.

Banks instructed to print trilingual forms, RBI tells HC

The Reserve Bank of India (RBI) has told the Madras High Court Bench here that it had issued a circular way back in December 2005 itself instructing the banks in the country to use English, Hindi as well as the regional language in all printed materials, including account opening forms, pay-in slips, passbooks and so on used by the customers.
Filing a counter affidavit in reply to a public interest litigation petition, RBI General Manager Nisha Nambiar said that two more similar circulars were also issued to the banks in 2014 and 2015 and that RBI officials were also conducting periodical surprise inspections in bank branches to make sure the availability of trilingual forms.
D. Raju, an activist from Ramanathapuram district, had filed the PIL petition stating that a Tamil daily had recently carried a news report about the problems faced by a majority of bank customers in the State in filling up challans, forms and applications since they were printed either in English or Hindi or both and never in Tamil.
Pointing out that many foreign countries, including Sri Lanka, Singapore, Malaysia and Canada, were giving high importance to development of Tamil and the use of the language in day-to-day life, the petitioner lamented that Tamil could not find place even in bank challans in a country where it had been declared a Classical language. The petitioner, represented by his counsel S. Malaikani, had contended that it was essential to print bank applications in Tamil also, especially when the Centre was very particular in curbing black money and encouraging financial transactions through banks. “As long as the forms are in English and Hindi, people in Tamil Nadu would have to face hindrances,” he had said.

Selected Post office will use POS machine soon
In keeping with the times, the Department of Posts too will soon use PoS machines for cash transactions in select post offices across the State.

As of now, the Centre has sanctioned about 1,000 PoS machines to be distributed for post offices across the country. Of this, nearly 120 PoS machines for processing credit and debit cards payments will be provided to post offices across the State during first phase.

Several counter transactions, including booking of registered parcels, money orders and speed posts, are being carried out through cash. Last year, post offices made nearly 12,000 instant money order transactions in Tamil Nadu circle.

While States, including Gujarat and Kerala, are expected to begin using PoS machines in mid-January, measures are being taken to deliver equipment to other places. Officials of the postal department said that initially four post offices — Anna Road head office and General Post office, Rajaji Salai, Chennai and one each in Madurai and Tiruchi region — would be provided with PoS machines as a pilot project.

Postal customers welcomed the move as it would ease the burden of carrying cash after the demonetisation scheme.

Many customers like R. Meenakshi, a resident of Thiruvanmiyur, said booking parcels at post offices is often difficult as she has to pay cash.

“I sometimes even spend Rs.8,000 to send parcels abroad. If post offices can have swipe machines, I don’t have to wait at ATMs to withdraw cash,” she said.

The department has partnered with State Bank of India for operation of PoS machines. Customers who have postal saving banks accounts can also recharge and use SBI buddy, a mobile wallet application soon.
